China is leading the major economies in recovery from the COVID-19 pandemic and recession.

But can it be a quick “V-shaped” recovery back to the old growth path. China can turn all of these factors to
its advantage, but it will take an acceleration of reform to do so. Particularly important will be new trade
agreements, financial sector reform, and expansion of social services to migrants.
